NOTICE OF APPLICATION FOR AIR PERMIT AND
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT

AND REQUEST FOR COMMENTS

LIMESTONE COUNTY

Grayson Carter & Son Contracting, Inc. – Belle Mina Quarry, 146 Roy Long Rd W, Athens, AL 35611, has applied for the issuance of an Air Permit, Air Permit Number 708-0036-X001, that would authorize the construction and operation of a limestone crushing, screening, and conveying circuit at a proposed limestone quarry to be located at 7440 Mooresville Rd., Belle Mina, AL 35615. Emissions would be minimized by wet suppression.  The Department has determined that the equipment/operations proposed by the company should be able to meet State and federal air pollution control requirements.

Stoned, LLC – Project Crossroads, 801 Franklin Street SE, Huntsville, Alabama 35801, has applied for the issuance of an NPDES Permit, NPDES Permit Number AL0084480, for a proposed limestone quarry and dirt/chert mine to be located at 7440 Mooresville Road, Belle Mina, AL 35615. The permit would limit discharges of treated drainage from the wet and dry preparation limestone quarry, dirt and/or chert mine, and associated areas, discharging to Limestone Creek and an unnamed tributary to Limestone Creek, classified as Fish and Wildlife, in the Tennessee River Basin. The Department has tentatively determined that the proposed actions described in this notice are consistent with the Water Quality Program regulations.

Persons wishing to comment may do so, in writing, to the Department's named contact below within 30 days following the publication date of this notice. Please note that this notice is directing that both Air and NPDES comments be sent to the same contact. In order toaffect final decisions, comments must offer technically substantial information that is applicable to the proposed application(s). All comments must be received in the ADEM Main Office in Montgomery no later than 5:00 P.M. on the last day of the comment period.

A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit applications or draft permits.

After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Air Pollution Control Act, the Federal Clean Air Act, the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination.  The Department will develop a response to comments, which will become part of the public record and will be posted to the Department’s eFile system.

Copies of the complete project file are available for public inspection Monday through Friday (except legal holidays), 8:00 a.m. to 5:00 p.m., at the ADEM Main Office at the address listed above.  For convenience, documents that exist in electronic format may be accessed in the Department's document management system, eFile.  Select Media Area “Air” or “Water”, enter the air facility number or water permit number shown above as the Permit Number, select Document Type “Permitting”, and press Search.  The most recent documents will be listed at the top by default.  The Document Type may also be left blank, which will list all available air or water files for this facility.
