PROPOSED ADMINISTRATIVE ORDER
Hale County
Pursuant to the provisions of the Alabama Environmental Management Act, the Alabama Department of Environmental Management is proposing to issue an Administrative Order to Charles Patton, d/b/a Patton Tire Repair, the co-owner of real property located at 2214 County Road 55 in Moundville, Hale County, Alabama.
The violation consisted of Charles Patton, d/b/a Patton Tire Repair, creating, operating, and not properly closing an illegal accumulation of scrap tires.
The Department is proposing a civil penalty in the amount of $12,000. The Order, if issued, would require Charles Patton, d/b/a Patton Tire Repair, to cease and desist the operation of the illegal scrap tire accumulation, and to submit a remediation plan to the Department. The plan would provide for the removal and transport of all scrap tires to a permitted processor or solid waste disposal facility, and include a timetable for remediation completion and proper site closure.
Interested persons may submit written comments, including a request for a hearing, within 30 days of the publication date of this notice to:

The comment period shall end at the close of business 30 days from the publication date of this notice.
