Notice of proposed local limits for CONTROLLING the level of pollutants discharged into publicly owned treatment works and request for comments

Covington County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Utilities Board of the City of Andalusia Riverside Publicly Owned Treatment Works (POTW) NPDES permit number AL0055417 located in Andalusia, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Town of Lockhart and Florala Utilities Board Publicly Owned Treatment Works (POTW) NPDES permit number AL0031925 located in Lockhart, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Franklin County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the City of Red Bay Publicly Owned Treatment Works (POTW) NPDES permit number AL0021245 located in Red Bay, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Henry County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the City of Headland Jimmy Carr Publicly Owned Treatment Works (POTW) NPDES permit number AL0027014 located in Headland, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Lawrence County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the West Morgan East Lawrence Water and Sewer Authority Mallard Fox West Publicly Owned Treatment Works (POTW) NPDES permit number AL0076708 located in Trinity, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Limestone County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Limestone County Water & Sewer Authority Elkmont Rural Village Publicly Owned Treatment Works (POTW) NPDES permit number AL0056545 located in Elkmont, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Mobile County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Utilities Board of the City of Bayou La Batre Publicly Owned Treatment Works (POTW) NPDES permit number AL0078921 located in Bayou La Batre, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Board of Water & Sewer Commissioners of the City of Saraland Publicly Owned Treatment Works (POTW) NPDES permit number AL0055786 located in Saraland, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Talladega County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Childersburg Waterworks, Sewer & Gas Board Publicly Owned Treatment Works (POTW) NPDES permit number AL0021458 located in Childersburg, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the City of Talladega Brecon Publicly Owned Treatment Works (POTW) NPDES permit number AL0022349 located in Talladega, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

Wilcox County

As required by ADEM Administrative Code 335-6-5-.03, the Department of Environmental Management has developed proposed local limits for the Town of Pine Hill Publicly Owned Treatment Works (POTW) NPDES permit number AL0062731 located in Pine Hill, Alabama.  These local limits are intended to control the discharge of certain pollutants to the POTW, prevent the discharge of these pollutants to a water of the state in amounts that will create a water quality violation, prevent interference with the operation of the POTW and/or prevent the creation of sludge disposal problems.

The Department has tentatively determined that the proposed local limits are consistent with ADEM Administrative Code 335-6-5-.03.  Copies of the proposed local limits and an explanation of how the local limits were developed may be obtained at the Department website.

Persons wishing to comment may do so by submitting their comments to the Department no later than 30 days following the publication of this notice.
