Information Regarding Preparation and
Submittal of Proposals
TECHNICAL SUPPORT RELATED TO AUDITS
FOR THE CLEAN WATER NEEDS SURVEY
The Alabama Department of Environmental Management (ADEM) is providing an opportunity for engineering consulting firms to submit proposals to provide technical support related to the collection and data entry of information for the Clean Water Needs Survey 2012 (CWNS 2012). Firms must have the capability to provide services in three areas: (1) assessment and analysis of reported CWNS data, (2) assisting public entities with development of future wastewater needs and costs, and (3) data management.
Applicants may submit a proposal for the entire state of Alabama or for a specific geographical region of the state. The selected applicant shall supply all necessary labor, material, services, equipment, and facilities in support of efforts delineated by the Department. All required contract work will be defined within written Scopes of Work. All work products shall be submitted in a format that is compatible with the computer hardware and software in use by USEPA’s CWNS 2012 Data Entry Portal. The Department reserves the right to negotiate contracts with one or more firms to complete the work.
Three copies of the technical proposal shall be submitted by certified mail or other mailing method that provides the sender a receipt to Ms. Corynella L. Price, SRF Section, Permit and Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463. The deadline for receipt of technical proposals is 5:00 p.m., July 20, 2012. The Department expects the evaluation of proposals to be completed by August 1, 2012, at which time all firms submitting proposals will be notified. This notice in no way shall be considered an offer or in any way shall obligate the Department or the State of Alabama. The Department reserves the right to reject any and all proposals.
