General Information

The Industrial Program develops and regulates the National Pollutant Discharge Elimination System (NPDES) program for industrial sources and the Pretreatment program for significant indirect industrial sources. Under the NPDES program, industrial facilities are permitted to discharge storm water and/or wastewater to surface waters. Under the State Indirect Discharge (SID) program facilities are permitted to discharge to publicly or privately owned wastewater treatment works (POTW’s).  Other Industrial Section responsibilities include performance of on-site inspections of industrial facilities and industrial wastewater treatment systems; review of plans, reports and applications pertaining to pollution prevention and design of wastewater treatment systems; and serving as a liaison between private citizens, municipalities, industrial facilities and other governmental agencies in the investigation and resolution of environmental compliance problems and complaints.

 


NPDES Permit Information (General)

The following requirements are applicable to any industrial facility wishing to discharge pollutants into waters of the State of Alabama:

  • No person shall discharge pollutants into waters of the state without first having obtained a valid NPDES permit or coverage under a valid General NPDES Permit
     
  • No person, required to apply for a storm water discharge permit by 40 CFR 122.26 (1994), shall discharge pollutants into waters of the state without first having applied for a valid NPDES permit or coverage under a valid General NPDES Permit. New dischargers shall obtain a valid NPDES permit or coverage under a valid General Permit prior to conducting any activity for which application for a storm water discharge permit is required by 40 CFR 122.26 (1994).
