NOTICE OF APPLICATION AND PUBLIC HEARING FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR DISCHARGE INTO WATERS OF THE STATE OF ALABAMA AND REQUEST FOR COMMENTS
JACKSON COUNTY
Bellefonte Nuclear Plant, 1101 Market St., Chattanooga, TN 37402, NPDES Permit Number AL0024635, located on Co. Rd. 33, Hollywood, AL, has applied for re-issuance of existing discharges: DSN002 resulting from an impoundment pond consisting of main plant area storm water runoff, fire and supply test water, associated with electric power generation discharging to Town Creek, classified as Fish & Wildlife, in the Tennessee River Basin; DSN003 resulting from diffuser discharge consisting of cooling tower blowdown and other wastewater associated with electric power generation discharging to the Tennessee River, classified as Fish & Wildlife, in the Tennessee River Basin; DSN004 resulting from east culvert impoundment discharge consisting of storm water runoff from construction warehouse storage yard discharging to Town Creek, classified as Fish & Wildlife, in the Tennessee River Basin; DSN005 resulting from plant intake trash sluicing, consisting of intake screen and strainer backwash, and intake pumping station sumps/drains, discharging to the Tennessee River, classified as Fish & Wildlife, in the Tennessee River Basin; DSN007 resulting from simulator training facility treated sanitary equipment room floor drains, and laboratory wastewaters, discharging to the Tennessee River, classified as Fish & Wildlife, in the Tennessee River Basin; DSN008 resulting from simulator training facility once through cooling water, HVAC and atomic adsorption unit condensate, and fire protection system flush water discharging to Town Creek, classified as Fish & Wildlife, in the Tennessee River Basin; and DSN009-DSN012, and DSN015 resulting from uncontaminated storm water runoff discharging to Town Creek, classified as Fish & Wildlife, in the Tennessee River Basin; and DSN013 – DSN14 resulting from uncontaminated storm water runoff discharging to the Tennessee River, classified as Fish & Wildlife, in the Tennessee River Basin.
In this regard, notice is hereby given that a public hearing before the Alabama Department of Environmental Management will be held on November 19th, 2009 starting at 6:00 P.M. in the Scottsboro High School located at 25053 John T. Reid Parkway, Scottsboro Alabama. Written or oral comments may be presented at the hearing.
The Department has tentatively determined that the proposed action described in this notice is consistent with the Water Quality Program regulations.
Copies of the draft permit, conditions, limitations and a fact sheet as applicable describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents are available for public inspection electronically via www.adem.alabama.gov/PublicNotice/PublicNotice.htm, and at the following locations Monday - Friday (except legal holidays), 8:00 am to 5:00 pm. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.

Written comments may also be submitted to the contact below prior to 5:00 PM, November 19, 2009. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed permit.

After consideration of all written comments, review of the public hearing record, and consideration of the requirements of the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be available to persons upon request. Notice will be sent to any person requesting notice of the final action.
