NOTICE OF APPLICATION FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR DISCHARGE INTO WATERS OF THE STATE OF ALABAMA AND REQUEST FOR COMMENTS
The following applicants have applied for an NPDES permit to discharge treated wastewater into waters of the State of Alabama:

U. S. CALHOUN COUNTY
City of Piedmont Water, Sewer & Gas Dept., P. O. Box 229, Piedmont, AL 36272, NPDES Permit Number AL0024376, for modification of an existing discharge for a permit that limits the discharge of treated domestic wastewater from Piedmont Lagoon, Steinburg Road, Piedmont, AL 36272, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated domestic wastewater to Nances Creek, classified as Fish & Wildlife, in the Coosa River Basin.

Box 237, Mount Olive, AL 35117, NPDES Permit Number AL0054011, for re-issuance of an existing discharge for a permit that limits the discharge of treated domestic wastewater from River Bend Townhouses WWTP, River Bend Road, Morris, AL, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated domestic wastewater to Turkey Creek, classified as Fish & Wildlife, in the Black Warrior River Basin.
ST. CLAIR COUNTY
City of Springville, P. O. Box 919, Springville, AL 35146, NPDES Permit Number AL0050903, for re-issuance of a permit which limits the discharge of treated domestic wastewater from Springville Lagoon, 1342 Alabama Highway 174, Springville, AL 35146, for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of treated domestic wastewater to Little Canoe Creek, classified as Fish & Wildlife, in the Coosa River Basin.
WILCOX COUNTY
Town of Pine Hill, P. O. Box 397, Pine Hill, AL 36769, NPDES Permit Number AL0053252, for re-issuance of a permit which limits the discharge of residual process wastewaters from Pine Hill Filter Plant, 7511 U.S. Highway 10, Pine Hill, AL 36769 for the purpose of meeting federal and state water quality regulatory standards. The subject permit regulates the discharge of residual process wastewaters to Dunns Creek, classified as Fish & Wildlife, in the Alabama River Basin.
Copies of the draft permits, conditions, limitations and a fact sheet (if prepared) describing the methodology for setting the limitations and conditions and other applicable NPDES forms and related documents may be inspected at the above address or may be obtained by writing that address or calling (334) 27l-7700 during regular working hours. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.
Persons wishing to comment may do so, in writing, to the Department at the above address, attention: Russell A. Kelly, Chief, Permits & Services Division, within 30 days following the publication date of this notice. COMMENTERS SHOULD IDENTIFY THE APPROPRIATE NPDES NUMBER ON THE FIRST PAGE OF THEIR COMMENTS. In order to affect final decisions, comments must address issues that have an impact on the applicant’s ability to comply with environmental laws, rules and regulations.
A petition for a public hearing may also be filed within that 30-day period and must indicate the reasons why a hearing is requested and/or the interest in or relationship of the petitioner to the application or the discharge proposed to be permitted. If the Department determines that a petition constitutes cause or that there is significant public interest in an application for a permit, the Director of the Department may schedule a hearing.
After consideration of all written comments, review of any public hearing record, and consideration of the requirements and policies of the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act and applicable regulations, the Department will make a final determination. The Department develops responses to comments, which will become part of the public record and will be available to persons upon request.
Notice will be sent to any person requesting notice of the final action. The Department maintains a list of interested individuals who are mailed legal notices regarding proposed permits. If you wish to receive such notices, contact the Permits & Services Division at the above address.
