FINDING OF NO SIGNIFICANT IMPACT

The Alabama Department of Environmental Management has made $5,050,000 in financial assistance available to the Jasper Waterworks and Sewer Board Inc. using funds from the FY 2008 Clean Water State Revolving Find (CWSRF) loan program. In accordance with State and Federal regulations that govern the program, the Department has conducted a review to access the potential impacts upon the environment that may result from implementation of this project.
The Jasper Waterworks & Sewer Board, Inc. is proposing a sanitary sewer system Inflow and Infiltration (I/I) Reduction Program. The Jasper WWTP during wet weather periods often experiences peak flows exceeding design capacity. The Inflow/Infiltration (I/I) Reduction Program has been divided into three phases; Phase I involves a sanitary sewer cleaning and inspection study; Phase II will further identify, prioritize repairs and address needed rehabilitation of the sewer system; Phase III will be to construct modifications at the Jasper WWTP to provide automatic recycle of surge basin water to adequately treat surge basins overflows. The proposed construction at the Jasper WWTP should effectively eliminate mixed effluent discharge violations due to the excessive peak flows that are the direct result of excessive I&I in the Jasper sanitary sewer system. The proposed project will have a net benefit to the environment and the local community health by eliminating violations of incompletely treated wastewater or "mixed effluent" discharges at the Jasper Town Creek WWTP.
The Alabama Department of Environmental Management has determined that the project will not have a significant adverse impact on the environment and consequently is herewith issuing a Finding Of No Significant Impact (FONSI) to support the use of CWSRF funds for the construction of the proposed project. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered. Attached is an Environmental Assessment that details the proposed project and its impact upon the environment.
Comments relative to this project should be submitted in writing to Mr. Michael J. Barilone, SRF and Operator Certification Section, Permit and Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this FONSI. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.
This notice is hereby given this day July 15, 2008 by authorization of the Alabama Department of Environmental Management.
