The Alabama Department of Environmental Management (ADEM) is initiating procurement procedures to obtain hydrogeological and engineering services for performance of soil and groundwater quality assessments, development of corrective action plans, preparation of risk-based corrective action evaluations, and implementation of corrective action plans at sites where a petroleum release has occurred from an underground storage tank system. This work is being funded through the Federal Leaking Underground Storage Tank (LUST) Trust Fund and the American Recovery and Reinvestment Act of 2009 and is subject to the procurement regulations contained in 40 CFR Part 31. Utilization of Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) for prime contracts and subcontracts is a contract condition where those services can be obtained. The established contracts will contain stipulations to adhere to requirements of the American Recovery and Reinvestment Act of 2009. Other grant conditions will apply and will be addressed in the actual contract. Four or more firms will be selected through this process, with which ADEM will establish contracts. The contract period will be two years from the date of contract execution.

Hydrogeological or engineering firms interested in providing these services can obtain the "Instructions for Preparation and Submittal of Technical Proposal for Federal LUST Trust Fund Work" from the Department’s web site at www.adem.alabama.gov.

The deadline for receipt of technical proposals is 5:00 p.m., Friday, September 18, 2009, at the Department’s Main Office located at 1400 Coliseum Boulevard, Montgomery, Alabama 36110. Proposals will not be received after this deadline, and incomplete applications will not be reviewed. Proposals may be hand delivered and an acceptance register signed, or may be mailed to the address above. ADEM will not be responsible for mail or other delays causing an application to be received past the deadline. ADEM will acknowledge receipt of all submittals in writing.

All proposals received on or before the deadline will be evaluated on a competitive basis in accordance with the evaluation criteria listed below.

Background and experience of personnel who will perform the work

Knowledge of technical considerations necessary to perform petroleum

            contamination assessments and remediation

Project organization and management

Past performance of investigative and corrective action services at petroleum

contamination sites or sites with similar organic soil and groundwater contamination

 

Each applicant shall produce evidence in their application that they have an experienced full-time Alabama Licensed Professional Geologist and an experienced full-time Alabama Registered Professional Engineer on staff. Each applicant shall also produce evidence in their application that they are Licensed General Contractors by the Alabama Licensing Board for General Contractors, that they are currently registered and in good standing to perform work in Alabama, and, if a foreign corporation, have registered with the Secretary of State as a foreign corporation. It is the responsibility of the applicant to ensure all legal requirements have been met. Possession of a Professional Geologist license, Registered Professional Engineer license or a General Contractor license does not guarantee that the applicant will be selected for contracting.

It is expected that the selection process will be completed by October 22, 2009, at which time all firms, which submitted a proposal, will be advised of the selection. ADEM reserves the right to award a contract based on initial offers alone, negotiate further with any or all firms, or reject any and all proposals. This notice shall in no way be considered an offer or in any way be construed to obligate the Alabama Department of Environmental Management or the State of Alabama.

The technical proposal scores from this procurement effort will be used in future contracting efforts under the Federal Leaking Underground Storage Tank Trust Fund for up to a period of four years.
