NOTICE OF PUBLIC HEARING
FOR PROPOSED REVISIONS TO THE
ALABAMA STATE IMPLEMENTATION PLAN (SIP)
Notice is hereby given that the Alabama Department of Environmental Management of the State of Alabama is providing the opportunity for interested persons to comment on proposed revisions to the Alabama State Implementation Plan (SIP). Interested parties may request that a public hearing be held. Such a hearing will be held if justifiable reasons for a hearing are presented.
If the Department holds a hearing, the hearing will be held on September 16, 2009, at 10:00 a.m. in Room 1201 at the ADEM – Central Office location at 1400 Coliseum Blvd in Montgomery.
Those requesting a hearing must call (334) 271-7909. The deadline to submit a request for a hearing is 5:00 p.m. on September 1, 2009. If no hearing will be held a Notice of Cancellation of the hearing will be posted on September 2, 2009, on the Department's website at www.adem.alabama.gov/PubHearings/PubHearings.htm. Interested persons may also call (334) 394-4360 to determine if a public hearing will be held.
Pursuant to Section 172 of the Clean Air Act, the Alabama Department of Environmental Management proposes to amend the Alabama State Implementation Plan to incorporate measures to address the Jackson County portion of the Chattanooga, Tennessee Nonattainment Area ("Chattanooga NAA") for the annual National Ambient Air Quality Standard (NAAQS) for fine particulate matter (PM2.5). The Jackson County portion of the Chattanooga NAA, located in northeast Alabama, is geographically comprised of a single census block group in Jackson County, Alabama.
In accordance with the Clean Air Act, this attainment demonstration documents the State of Alabama's analysis of various control measures and their predicted impact on air quality in the Chattanooga NAA. The analysis results were used to select a practicable and reasonable control strategy, which will result in the attainment of the annual PM2.5 NAAQS. The proposed control strategy will be implemented beginning in 2009, and attainment is projected to be achieved beginning in 2009.
In a separate matter, ADEM also proposes to submit to EPA confirmation that the SIP provides the basic program elements specified in Clean Air Act Section 110(a)(2) necessary to implement the 2006 (24-hour) PM2.5 NAAQS.

If the Department holds a hearing, it will be held to receive data, views, and arguments from interested persons regarding the proposed revisions. Attendance at the hearing is not necessary to present such data, views, arguments, or comments as the same may be submitted in writing, but must be received by the Hearing Officer prior to 5:00 p.m. on September 18, 2009.
