On April 14, 2008, Hunt Refining Company (Facility No. 413-0007) submitted a complete Prevention of Significant Deterioration (PSD) Permit application for the construction of five new process units and the modification of seven existing process units. This facility is located at 1855 Fairlawn Rd, Tuscaloosa, Tuscaloosa County, Alabama.
The proposed modification is subject to the requirements of the Prevention of Significant Deterioration (PSD) regulations as set forth in ADEM Admin. Code r. 335-3-14-.04. An ADEM-Air Division technical staff preliminary determination indicates:
Best Available Control Technology (BACT) is represented for control of nitrogen oxides (NOx), particulate matter (PM), and volatile organic compounds (VOC). In determining BACT, the Department considered the impact of the control technology on air pollutants that may be emitted by the source including those not regulated by the Clean Air Act. A discussion of how BACT was determined is included in the Department’s preliminary determination.

The maximum combined pollutant concentration from Hunt Refining Company would be less than the National Ambient Air Quality Standards (NAAQS). The NAAQS are levels set by the Environmental Protection Agency which identify the ambient concentration necessary to protect human health and welfare with an adequate margin of safety.
The largest maximum ambient concentration of non-criteria air pollutants was determined to be 0.40% of the ADEM's guideline of 1/420 of the threshold limit value for those compounds as adopted by the American Conference of Governmental Industrial Hygienists.
ADEM has determined that the limitations proposed by the company would properly limit emissions.

A copy of the material is also available for inspection with the City Clerk during regular office hours at the Tuscaloosa City Hall located at 2201 University Blvd, Tuscaloosa, AL 35401. A nominal fee for copying and/or mailing may be charged. Arrangements for copying should be made in advance.
Persons wishing to comment may do so, in writing, to the Department’s named contact above within 30 days following the publication date of this notice. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed application. All comments must be received no later than 5:00 p.m., May 19, 2008.
A written request for a public hearing may also be filed within that 30-day period and must state the nature of the issues proposed to be raised in the hearing. The Director shall hold a public hearing whenever it is found, on the basis of hearing requests, that there exists a significant degree of public interest in the permit application.
The final determination of the ADEM concerning the application will be available for inspection at the ADEM Birmingham Field Office within five (5) working days of a final decision being made. Also, a copy will be provided to the Tuscaloosa City Hall. In addition, notice will be sent to any person who requests notice of the final determination in writing (address: Russell A.
