PUBLIC NOTICE

ALABAMA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT

 

REQUEST FOR PROPOSAL

 

The Alabama Department of Environmental Management (ADEM or the Department) oversees regulatory matters related to Munitions of Explosive Concern (MEC), Chemical Warfare Materiel (CWM) and Hazardous, Toxic, and Radiological Waste (HTRW) work conducted at Fort McClellan, Alabama Army Ammunition Plant, Camp Sibert, Redstone Arsenal, Anniston Army Depot, and other military installations.  ADEM is seeking the services of a MEC/CWM/HTRW contractor to perform review of technical and regulatory submittals related to the identification and clean up of MEC and HTRW at various military sites in Alabama.  MEC, CWM, and HTRW work underway at these Department of Defense Sites will be consistent with Section 104 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); with Sections 300.120 (c) and 300.400(e) of the National Contingency Plan (NCP); with the Alabama Hazardous Wastes Management and Minimization Act (AHWMMA); with the Alabama Environmental Investigation and Remediation Guidance (AEIRG); with the Alabama Risk-Based Corrective Action Guidance (ARBCA); and the applicable provisions of 29 CFR 1910.120. 

 

ADEM is providing notice of its intent to enter into a contract with one potential candidate from a list of firms qualified to provide the technical support related to MEC, CWM, and HTRW technical review and field oversite for the aforementioned sites and miscellaneous others.  Any firm interested in providing these services should request in writing the document “Information Regarding Preparation and Submittal of Proposals for Technical Support for the Alabama Department of Environmental Management (ADEM) regarding MEC, CWM, and HTRW Issues” addressed to:

The deadline for receipt of technical proposals is 5:00 P.M., May 9, 2008.  All proposals received on or before the deadline will be evaluated in accordance with the criteria presented in the information document referenced above.

 

The Department expects the evaluation of proposals to be completed by May 23, 2008, at which time all firms submitting proposals will be notified.  The Department reserves the right to reject any and all proposals.  This notice in no way shall be considered an offer or in any way shall obligate the Alabama Department of Environmental Management or the State of Alabama.
